Some Facts and Information about the Bass Lake Regional Park Site

 

 

1.      SITE MAY CONTAIN ASBESTOS SOIL:

    1. High potential for soils at the site to contain asbestos similar to those at Oak Ridge High School.

    3. Soil sampling should be conducted to test for the presence of tremolite a particularly dangerous form of asbestos.

2.      PROPERTY IS ZONED RE-5 (Rural Estates -5 acres)/Low Density Residential

    2. Not suitable for a lighted sports complex
    3. Call County Planning

3.      BASS LAKE PROPERTY HAS ONLY BEEN OWNED BY COUNTY SINCE 2001

    1. APN#115-010-10-100
    2. Call County planning or look up property ownership records on the County Assessor’s on-line lookup website: El Dorado County Assessor's Office
    3. The County has ONLY owned the Bass Lake property since 2001. 
    4. The County traded industrial property in Cameron Park for the Bass Lake Also, check archived issues of Village Life (July 2001) for additional information.
    5. County has been planning a regional park but NOT at this site until about 2-3 years ago.

     

4.      DANGEROUS, WINDING TWO-LANE ROAD:

    1. County does not want to pay for road improvements. 
    2. The County has been waiting for and wants developers to pay for improvements. 
    3. However, even with developer money, the road will only be improved on either side of Bass Lake and it will take years to complete.  For details of the current approved plans, see: Bass Lake Hills Specific Plan Public Facilities Financing Plan

5.      MIGRATORY WATER FOWL/BALD EAGLE habitat:

    1. California Department of Fish & Game (DOFG) has indicated that there will be impacts to these birds by construction, perimeter trails, lighted ballfields, and noise which may disturb the Bald Eagle (40 years winter habitat) and other birds (e.g., egrets, herons, cranes, etc…) and the birds may leave the area. 
    2. Request a copy of the DOFG’s comments from the County, Mike Gray, 530-621-5864
    3. We need to protect wildlife habitat for a more balanced environment

 

6.      LIGHTED BALLFIELDS

    1. May violate the County Ordinance 17.14.170 Outdoor Lighting regarding nuisance light.  Potential for nuisance light and glare to nearby residential neighborhoods from baseball night lights El Dorado County Ordinance
    2. Violates dark skys policies
    3. No one wants to live next to a lighted sports complex
    4. Potential for property values near park to decrease

     

7.      NOISE

    1. May violate County Ordinance 9.16.040 Loud and Raucous Noises
    2. Nuisance noise, will disturb the quiet enjoyment of the residential neighborhoods El Dorado County Ordinance
    3. No one wants to live near a noisy sports complex
    4. Potential for property values to decrease

 

8.      COUNTY WATER AGENCY PLANS FOR BASS LAKE

    1. El Dorado County Water Agency's proposed Water Resources Plan includes a proposal to expand Bass Lake and the attached Water Treatment Plant
    2. How do these proposals impact the development of the Bass Lake Regional Park? How much?

9.      COSTS
